Most of these items are a mystery,
at least to me. Cipsa is a Mexican based toy manufacturer that was
licensed by Mattel to produce Big Jim figures. Congost, in Spain,
had a similar arrangement. The difference in the two companies (Cipsa
and Congost) is that Congost, for the most part, stuck to Mattel's line
of figures, where Cipsa deviated quite a bit. Cipsa developed their
own 'PACK' with figures including: Hombre Invisible, Kid Acero Braza
Bala, and Hombre Bionico seen below.
Boxed items and figures in mint
condition from Mexico are very rare. The few Mexican collectors that
I have spoken to say that toy collecting in Mexico is 'frowned' upon, and
there were nearly no collectors to preserve boxed item. The quality
of Cipsa Big Jims is not that of Mattel produced items. The plastic
and paint are inferior and the toys are often found broken and with excessive
paint rubs.
