This is another like the Alpinist Joe/Alpinist Spy Pack.  It was available as a boxed figure or an outfit set.  Here you see the figure nude or sort of nude.  The torso was molded in black plastic to give the appearance of a wet suit.  The figure really has two outfits.  The wet suit shown on this figure with the wet suit accessories seen on the box, and the commando oufit seen here and on the boxed figures.   This set and/or figure came with a huge amount of acessories including:  Blue ribbed sweater, blue denim pants, blue commando hat, brown suede-like vest, back pack, brown boots, shoulder holster, pistol, Uzi sub machine gun with removeable stock, dynamite, detonator, dive mask with regulator, swin fins, knife, binoculars, and a radio.  You probably recognize Commando Jeff's face.  It's a repaint of Torpedo Fist's head.  One of my Commando Jeff's has brown hair.  It is darker than Torpedo's, but not black like most Commando Jeff's.  I believe that this is somewhat rare because all of the photos of Comm. Jeffs that I have seen have had black hair.
